Notice of the State Administration Office of Taxation on Implementing
Propaganda of ¡°On-line Transfer Tax Laws¡±
To the national taxation bureaus and local taxation bureaus in
each province, autonomous region and municipality and separate planning
city:
In order to further implement government affairs publication, optimize
taxation service, widely propagandize tax laws, and make it convenient
for taxation units at each level, vast taxpayers and people in other
circles to, in time and in an all round way, know and implement
the state tax laws, regulations and normative articles, the State
Administration Office of Taxation has established the column ¡°On-line
Transfer Tax Laws¡± on website of the State Administration of Taxation
(http£º£¯£¯WWW£®chinatax£®gov£®cn), providing for free the vast taxpayers
with Electronic Subscription Service on taxation regulations. In
order to expand its effects, making more taxpayers to receive in
time tax laws and regulations through Internet, we hereby notify
you of the following relative matters,
First, chief content of ¡°On-line Transfer Tax Laws¡±: the first is
the electronic version of ¡°Communique from the State Administration
of Taxation¡±. The second is the electronic journal of ¡°Tax laws
Express¡±, which in time collects the taxation policy articles and
related news issued on the State Administration of Taxation website,
semimonthly, 24 issues per year. Due to certain time needed for
reading, editing, proofing, printing and mailing of the communiqu¨¦,
editing and issuing the ¡°Tax laws Express¡± can meet the demand of
people from all circles for timely understanding and implementing
the state tax policy. Meanwhile, surrounding the important and focus
taxation issues, compile related special topics as the supplement
of ¡°Tax laws Express¡±.
Second, taxpayers, only by inputting his e-mail address in the ¡°Tax
laws Express¡± column, can receive in time the e-mail letters about
tax laws. For those taxpayers who do not use e-mail letters to receive
electronic tax laws service, they can, through the ¡°Tax laws Express¡±
column, download, read and print the tax laws documents.
Third, providing in time taxpayers with tax regulations is the responsibility
and obligation of taxation units. The tax laws services offered
to taxpayers through their website by the Administration are free
without any fee. Each taxation units shall further implement the
propaganda of ¡°Tax laws Express¡± by printing the ¡°Public Notice
on ¡®Tax laws Express¡¯¡± materials and putting up them on notable
places of the Tax Service Hall.

Public Notice on ¡°Tax laws Express¡±
In order to enable the vast taxpayers to understand in time taxation
regulations, further publicized tax laws and optimize taxation services,
the State Administration Office of Taxation has established the
column ¡°On-line Transfer Tax laws¡± on website of the State Administration
of Taxation (hereinafter referred to as ¡°the State Administration
Website¡±), providing taxpayers with latest issued taxation laws
and regulations for free. We hereby notify you of the relative matters
as follows,
1. Content of the ¡°On-line Transfer Tax laws¡±
1) The electronic version of ¡°Communique from the State Administration
of Taxation¡±(hereinafter referred to as ¡°Communique¡±). ¡°Communique¡±
is fronted for by the State Administration Office of Taxation, mainly
publishing such contents as tax laws, regulations, rules, normative
documents and speech of related leaders, monthly and 12 issues per
year. The State Administration Website put the ¡°Communique¡± on the
website in time to edit and issue its electronic version.
2) ¡°Tax laws Express¡±. Edited by the State Administration Website,
it in time collects taxation law, regulations, rules, normative
documents and related important taxation news issued on the State
Administration of Taxation website, semimonthly, 24 issues per year.
In addition, Focusing the important and heated issues, the State
Administration of Taxation website compiles related special topics
as the supplement of ¡°Tax laws Express¡±.
2. Ways to obtain ¡°Tax laws Express¡±
Taxpayers, who need to in time receive taxation regulations, can
log on the State Administration of Taxation website (http£º//www.chinatax£®gov£®cn)
through the Internet, then input his e-mail address into the column
¡°Tax laws Express¡± and push the button ¡°Subscribe¡±. Those users
who have input the e-mail address correctly will receive an acknowledgement
sent from the State Administration of Taxation website. Push the
button ¡°Yes¡±, and the user has subscribed successfully; if the user
wants to cancel the tax laws subscription service, he/she only needs
to change the ¡°Subscribe¡± into ¡°Cancel¡± in the steps stated above.
When succeeding in subscribing operation, the user will in time
receive the tax laws periodical newly sent by the State Administration
of Taxation website through e-mail. If the user wants previous tax
laws periodicals, he/she may download them in the column ¡°Tax laws
Express¡±. For those taxpayers who do not want to receive electronic
tax laws periodically, they may directly log on the State Administration
of Taxation website, search, read, print, and download relative
tax laws through documents issuing, tax regulations library and
¡°Communique¡±, etc.
All the services above, including the periodical tax regulations
sent by e-mail, are free of charge, without any expenses. Welcome
the vast taxpayers to supervise.
