| Announcement on Liquidation of Regulations Impeding Development of Non-Public Economy |

Respectable Taxpayers:
According to the requirements of the Notice of the Legislative Affairs Office of Beijing Municipal Government and Beijing Municipal Commission of Development and Reform on Transferring Notice of the Legislative Affairs Office of the State Council and the National Development and Reform Commission on Liquidating Regulations Impeding Development of Non-Public Economy (Beijing Administration: Legislative Regulation No.¡²2006¡³23), we have carried out checkup and liquidation of regulations impeding the development of non-public economy as of May 16, 2006, covering regulatory documents on tax policies as well as tax collection and management measures concerning non-public economy constituted by Beijing Local Taxation Bureau, and other documents constituted after Oct. 1, 2001. Through checkup, we have not found any regulations impeding the development of non-public economy in the Bureau.
