Notification of Beijing Local Taxation Bureau on Liquidating Security Deposit
 
Respectable Taxpayers:
In order to strengthen invoice management and financial supervision, guarantee the national revenue, and keep the economic order, Beijing Local Taxation Bureau has, according to Article 19 of the Measures of the People¡¯s Republic of China for the Control of Invoices, been collecting security deposit since 1994 when it was founded from units or individuals applying for  the  acquisition  of  invoices, which or who have come to Beijing from outside the city for  temporary business activities or project contracts without business licenses, and are ascertained by tax authorities as without fixed business locations and difficult to be managed. More recently, in the spirit of the Notice of the State Administration of Taxation on Strengthening Management of Invoice Security Deposit (State Administration of Taxation¡¯s Letter: No. [2006] 735), we have carried out liquidation of security deposit in all local tax authorities of the city. Till now, there is 619,300 Yuan of security deposit not yet returned to 323 taxpayers in five local taxation bureaus at levels of district, county, and branch. Specific measures on security deposit are hereby given as follows:
First, those who have handed in invoices for disposal on time and not yet been reimbursed should go to local tax authorities with receipts issued by Beijing Local Taxation Bureau to retrieve their security deposit.
Second, those who have failed to hand in invoices for disposal on time, their legal liabilities should be satisfied with their security deposit, which the local tax authorities should turn over to the State Treasury as a tax item in the Other Fines category.
Third, those who have handed in invoices for disposal on time and cannot be contacted should go to the local tax authorities to retrieve their security deposit during Nov. 20, 2006 to Feb. 20, 2007. If it is not retrieved yet when the time limit expires, the local tax authorities will dispose of it according to relative regulations of the State Administration of Taxation.
