  Notice on the execution of the exchanged letters on sea shipment agreement taxation items between governments of China and Italy released by State Administration of Taxation:
    
  State and Local taxation bureaus of provinces, autonomous regions, municipalities and cities directly under state planning and Yangzhou Taxation Study College
   The representatives of China and Italy governments carried out formal exchanging of letters on items related to tax in the sea shipment agreement on Oct 21, 2004. Now the two parties confirm the exchanged letters to come into force on Mar 28, 2005 through diplomatic channels. Now we print and distribute the exchanged letters to you and please put it into force since you receive the letters.

  The letter from Italian Ambassador to Minister Zhang Chunxian
    
  Dear Mr. Zhang Chunxian, the Minister of Ministry of Communications, P.R. China,
    
Dear Mr. Zhang,
  I hereby mentioned the Sea shipment agreement between the government of Republic of Italy and the government of People¨s Republic of China signed in Beijing on Oct 8, 1972, and suggest that,

  A. Amend Article 9 Item 2 of that Agreement into ^Income of a shipment liner of one party acquired from international transportation shall be exempted from income tax and any other tax by the other party ̄,

  B. The above amendment shall not affect the stipulations of the Agreement for AVOIDANCE OF DOUBLE TAXATION AND THE PREVENTION OF FISCAL EVASION WITH RESPECT TO TAXES ON INCOME between the government of Republic of Italy and the government of People¨s Republic of China signed on Oct 31, 1986.
  If the government of People¨s Republic of China agrees with the above-mentioned suggestion, I suggest that this letter and your responding letter construct an agreement between the two governments. Both parties, after finishing the legal procedures making the exchanged letters effective according to respective domestic laws, shall inform the other party. The exchanged letters shall come into effect since the later party receives the other party¨s notice.

Dear Mr. Mankaty,
   I honorably received the letter you sent out today with following contents:
