All City and Local Taxation Bureaus in provinces, autonomous regions,
municipalities and cities specifically designated in the State plan:
In order to prevent SARS from spreading, and do a good job in the
tax declaration services during SARS prevention period, State Administration
of Taxation sends the following notice on SARS-related matters.
1. Each taxation agency shall bear high responsibility for the work
of ventilation, disinfection and prophyiaxis in all tax declaration
sites to provide taxpayers and tax officers with a clean, safe and
reliable tax-handling environment and adopt necessary prevention
measures to prevent cross infection.
2. During the declaration period, each taxation agency shall adopt
effective measures and provide excellent services, and meanwhile
strengthen the relations with taxpayers, arrange them to declare
tax at different time and highly promote the declaration by mails,
on the Internet, through telephones, etc., to prevent taxpayers
centralizing in a certain site or at a certain time.
3. In the severely-infected district, if the above measures still
fail to mitigate the intensity of tax declaration, the term for
tax declaration can be extended for the taxpayers who declare tax
every month, to prevent SARS from spreading. The legal tax declaration
term in May 2003 is extended to May 20 and that in June 2003 to
June 15. During this term, if individual taxpayers still cannot
declare tax at the due time for some special reasons, they can apply
to the local authorities for further extension. Each taxation agency
shall adopt various effective methods for the notification of term
extension to ensure that all relevant persons are well informed.
4. Each taxation agency shall establish working measures to respond
to unexpected epidemic situation. If a tax officer is infected,
he shall receive separate treatment and the service hall where he
works shall have been strictly disinfected. Besides, standby officers
shall be arranged to ensure the tax declaration and other tax services
are still on the rails.
If any problem occurs during the implementation of the above Notice,
please report to State Administration of Taxation in time.
