Urgent Notice of Beijing Local Taxation Bureau on Strengthening Sales Management of Fiscal Stamps |

Local taxation bureaus and Branches in districts and counties:
Recently, some commissioned agents cause negative social effects by
unstandardized sales of fiscal stamps. To further strengthen the management
on sales of fiscal stamps, Beijing Local Taxation Bureau decides to
suspend sales of fiscal stamps by commissioned agents and makes the
following notices on related matters:
1. All units shall immediately stop entrusting commissioned agents
with the sales of fiscal stamps and liquidate and settle those held
by commissioned agents according to related rules. Taxes and stamps
shall be settled and commission sale permits drawn back before the
end of August 2003.
2. All units shall control and supervise the examination and approval
scope of commissioned agents and, strictly abiding by the requirement
that only units issuing or applying for taxable vouchers can be determined
as supervised commissioned agents, reconfirm and approve the list
of supervised commissioned agents and submit to this Bureau for records
before the end of September.
3. All units shall take measures and continue the sales service of
fiscal stamps. All collecting agents and service halls shall set up
sales windows of fiscal stamps to satisfy the needs of taxpayers to
buy such stamps.
4. During the enforcing inspections of special laws in the later
half of 2003, an overall examination shall be made on the sales of
fiscal stamps and problematic units shall be penalized strictly according
to the rules.
5. The former Notice of Beijing Local Taxation Bureau on Completing
the Annual Examination and Inspection of Fiscal Stamps Commissioned
Agents (Jing Di Shui Di (2003) No. 391) shall be abolished at the
same time.
